The Municipality of Strathroy-Caradoc acknowledges that it is located on Treaty 21 territory. We are thankful to the generations of people who have taken care of this land, including The Chippewas of the Thames First Nation, The Munsee-Delaware First Nation, and The Oneida Nation of the Thames.

  • Recommendation

    THAT: the October 16, 2023 Regular Council Meeting Agenda be approved as amended.

  • Recommendation

    THAT: Council receive the presentation from resident Ron Madill for information.

  • Recommendation

    THAT: Council receive the presentation from Ken Phillips regarding a Categories of Programs and Services Agreement with the St. Clair Region Conservation Authority for information.

  • Recommendation

    THAT: Council receive the presentation from Mark Peacock regarding a Categories of Programs and Services Agreement with the Lower Thames Valley Conservation Authority for information.

    THAT: Council receive the presentation from Eric Thielens regarding servicing for 540 Albert Street for information.

  • Recommendation

    THAT: the Regular Council Meeting Minutes of October 03, 2023 be approved as written.

THAT: Council direct staff to bring forward a report to Council on the current delegation of Council authority policy and practices, including the Delegation of Council Authority Policy and the Disposition of Land Policy, for Council's review and consideration.

THAT: Council be provided an update on the sale of the former Senior Centre 137 Frank Street including timeline, conditions of sale, and specifics on any outstanding items to complete the sale.

THAT: Council direct staff to bring forward a report comparing the charges for private drain connections set by other municipalities within a 150 km radius to ensure the Municipality of Strathroy-Caradoc is comparable to other progressive municipalities, and further;


THAT: the report include developer-driven projects and municipality-driven projects, and further;


THAT: the report be brought to the December 18, 2023 Council meeting for consideration.

THAT: the Fire Chief bring forward a report on Fire Station 2 and Fire Station 3, and further;


THAT: the report include the conditions of both structures with estimated repair costs (if any) with recommendations.

    THAT: the Court of Revision to consider Funk South Drain 2023 be hereby opened.

    THAT: Provisional By-law No. 56-23 regarding Funk Drain South 2023 be referred to the Consideration of By-laws section of the agenda for third and final reading.

    THAT: Council receive the communication items for information.

  • Recommendation

    THAT: Council approve the recommendation from the Caradoc Housing Corporation Board of Directors that the Municipality pay vendors of the Affordable Housing project through their recoverable account in order for the Housing Corporation to avoid interest payment to those vendors, and further;

    THAT: Council approve the recommendation from the Caradoc Housing Corporation Board of Directors that the Housing Corporation direct all grants, mortgage draw payments, and all other funds received by the Housing Corporation in relation to the Affordable Housing project to the Municipal recoverable account. 

  • Recommendation

    THAT: Council approve the recommendation from the Caradoc Housing Corporation that an independent financial audit and an independent project management audit be undertaken on the current Caradoc Housing Corporation affordable housing project.

  • Recommendation

    THAT: Council receive Report EPW-2023-60 Public Works Department Paint Machine for information, and further;

    THAT: Council approve the purchase of a Graco Paint Machine from Airless Repair Guy in the amount of $28,055 plus HST.

  • Recommendation

    THAT: Council receive Report CAO-2023-09 61 Brennan Drive – Donation to Strathroy Middlesex General Hospital Foundation for information, and further;

    THAT: Council direct the Mayor and CAO to execute on behalf of the Municipality, all documentation required to complete said donation, and further;

    THAT: By-law No. 77-23, being a by-law to authorize the donation of land to the Strathroy Middlesex General Hospital Foundation, be referred to the Consideration of Bylaws Section of the Agenda for approval.

  • Two items pursuant to Section 239(2)(e) of the Municipal Act, 2001, as amended, regarding litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board (Legal Matters).
  • Recommendation

    THAT:  Council move into closed session at _____ for the purpose of discussing the following:

    • One item in accordance with Council's Procedure By-law (to approve In-Camera Meeting Minutes); and
    • Two items pursuant to Section 239(2)(e) of the Municipal Act, 2001, as amended, regarding litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board (Legal Matters).

Being a by-law to provide for the construction of the Funk South Drain 2023 serving parts of lots 10 to 11, concession 7, in the Municipality of Strathroy-Caradoc in the County of Middlesex.

    THAT: By-law No. 56-23 receive third and final reading.

Being a by-law to provide for the construction of the Carruthers-Hetzel Drain 2023 serving parts of lots 13 and 14, concession Range 1, North and South, in the Municipality of Strathroy-Caradoc in the County of Middlesex.

    THAT: By-law No. 73-23 receive first and second reading only.

Being a by-law to provide for the construction of the Boersma-Burwell Road Drain 2023 serving parts of lots 17 and 18, concessions 2 and 3 S.L.R. in the Municipality of Strathroy-Caradoc in the County of Middlesex.

  • Recommendation

    THAT: By-law No. 75-23 receive first and second reading only.

Being a by-law to authorize a donation of land to the Strathroy-Middlesex General Hospital Foundation (regarding part of 61 Brennan Drive).

  • Recommendation

    THAT: By-law No. 77-23 receive first, second, and third and final reading.

Being a by-law to confirm the proceedings of the Council of the Corporation of the Municipality of Strathroy-Caradoc.
