The Municipality of Strathroy-Caradoc acknowledges that it is located on Treaty 21 territory. We are thankful to the generations of people who have taken care of this land, including The Chippewas of the Thames First Nation, The Munsee-Delaware First Nation, and The Oneida Nation of the Thames.

  • Recommendation

    THAT: the November 20, 2023 Regular Council Meeting Agenda be approved as circulated.

Kodi Chrisjohn-Deleary, Consultant Engagement Specialist - Treaty Lands and Environment Department (Chippewas of the Thames First Nation) will be present to speak to the establishment of a discussion table for developing First Nation-led solutions to the federal Additions to Reserve policy. 

  • Recommendation

    THAT: the presentation from Chippewas of the Thames First Nation be received for information, and further;

    THAT: the Municipality support the initiative to establish a discussion table for developing First Nation-led solutions to the federal Additions to Reserve policy via the draft letter of support included on the agenda.

Delegation seeking municipal support for the re-powerment of an energy storage facility located at 131 English Street, Strathroy.

  • Recommendation

    THAT: the presentation from Nexus Renewables be received for information, and further;

    THAT: the Municipality support the Strathroy BESS Project proposed for 131 English Street, and further;

    THAT: the Municipality complete the Prescribed Form.

  • Recommendation

    THAT: the Regular Council Meeting minutes of November 6, 2023 be approved as written.

  • Recommendation

    THAT: Council authorize staff and the Mayor to take all steps necessary to establish The Strathroy-Caradoc Fire Services Authority Board; and further,

    THAT: Council authorize the Strathroy-Caradoc Fire Services Advisory Board to consist of three members appointed from Council, and two citizen members appointed from the Municipality of Strathroy-Caradoc representing one from Ward 1 and one from Ward 2; and further,

    THAT: Council authorize a Terms of Reference for the Strathroy-Caradoc Fire Services Advisory Board which includes but is not limited to the following:

    a) The Strathroy-Caradoc Fire Services Advisory Board is an advisory board to the Chief of the Strathroy-Caradoc Fire Service and holds no authority over the Chief in operations or administration.

    b) The Chief shall continue to report directly to Council.

    c) The Strathroy-Caradoc Fire Services Advisory Board shall meet a minimum of 10 times per calendar year.

    d) Minutes of the Board meetings shall be presented to Council per established policy of the Municipality.

    e) The Strathroy-Caradoc Fire Services Advisory Board sits at the discretion of the Council and may be terminated at any time by resolution of Council.

    f) The term for Board members shall be consistent with the term of Council.

    g) A chair of the Board shall be elected by the Board members at their initial meeting in each term.

    h) The mission of the Strathroy-Caradoc Fire Services Advisory Board is to provide community input to the Fire Chief for consideration during the development Fire services.

  • Recommendation

    THAT: the Court of Revision to consider Boersma-Burwell Road Drain 2023 and Carruthers-Hetzel Drain 2023 be hereby opened.

    THAT: report FIN-2023-46 be received for information, and further;

    THAT: Council approve the application regarding 21890 Muncey Road for processing.

    THAT: Council receives report FIN 2023-48 - Updated Purchasing Policy for information, and further;

    THAT: Council adopts the updated Purchasing Policy, and further;

    THAT: the enacting by-law be referred to the December 4, 2023 Council meeting for approval.

  • Recommendation

    THAT: Council receive report BBP-2023-133 for information, and further;

    THAT: Council enter into a condominium agreement with Mitre Corporation regarding a 21 unit condominium agreement at 430 Head St North, Strathroy, and further;

    THAT: By-law 90-23 which authorizes the Municipality to enter into a condominium agreement with Mitre Corporation be referred to the Consideration of By-laws section of the agenda for approval.

    THAT: Report BBP-2023-135 regarding PLC 2-2023 be received by Council for information, and further;

    THAT: Council pass By-law No. 93-23 regarding Part Lot Control Exemption with respect to the subject lands Parts 5 to 10 33R-21124, Strathroy, as generally illustrated in Attachment 2, and to expire two (2) years following passing by Council, and further;

    THAT: the By-law be forwarded to the County of Middlesex for approval.

    THAT: Council receive report CS-2023-33 for information, and further;

    THAT: Council approves the amended Municipal Alcohol Policy (MAP) as requested by the Tri-Township Arena (TTA) Board and the Hometown Festival, and further;

    THAT: By-law 97-23 be referred to the Consideration of By-laws for approval.

    THAT: Council receive Report EPW 2023-55 regarding the 2024 Water and Wastewater Rates, and further;

    THAT: Council approve updates to fees and charges in schedules A through F for the 2024 Water and Wastewater rates effective February 1, 2024, and further;

    THAT: Bylaw 74-23 be referred to the Consideration of By-laws for approval.

    THAT: Council receive report EPW-2023-61 Mt. Brydges WWTF Insulation for information.

    THAT: Council receive report EPW-2023-66 Traffic Committee Q3 Update for information.

    THAT: Council receive report EPW-2023-62 Thorne Drive Extension – Engineering Services Award, and further;

    THAT: Council award the Engineering Services to Spriet Associates London Limited in the amount of $222,552.00 (excluding HST), and further;

    THAT: Council approve $50,000 for HST and Contingency Allowance.

Being a by-law to provide for the construction of the Carruthers-Hetzel Drain 2023 serving parts of Lots 13 and 14, Concession Range 1, North and South, in the Municipality of Strathroy-Caradoc

  • Recommendation

    THAT: By-law No. 73-23 receive third and final reading.

Being a by-law to approve Water Rates and Charges to ratepayers of the Strathroy Water System and the Mount Brydges and area Water System and to approve Sewer Rates and Charges for the Strathroy Sewer System and the Mount Brydges Sewer System owned by the Municipality of Strathroy-Caradoc including rates to service the Township of Adelaide Metcalfe.

Being a by-law to provide for the construction of the Boersma-Burwell Road Drain 2023 serving parts of Lots 17 and 18, Concessions 2 and 3 S.L.R. in the Municipality of Strathroy-Caradoc.

    THAT: By-law No. 75-23 receive third and final reading.

Being a by-law to authorize the execution of a condominium agreement between the Municipality of Strathroy-Caradoc and Mitre Corporation (regarding 430 Head Street).

Being a by-law to exempt certain lands in the Municipality of Strathroy-Caradoc from Part Lot Control (Haddon Lane, Strathroy).

    THAT: By-law 93-23 receive first, second, and third and final reading.

Being a by-law to authorize from time to time during the current term of Council of the Corporation of the Municipality of Strathroy-Caradoc the following: the submission of applications to Ontario Infrastructure and Lands Corporation (OILC) for the financing of certain capital work(s) of the Municipality; to authorize temporary borrowing from OILC to meet expenditures in connection with such capital work(s); and to authorize long-term borrowing for such capital works through the issue of debentures to OILC.
