4.1

Section 78(1) Request for Major Drain Improvement - Humphrey Drain 1999

The natural watercourse known as Trout Creek is located in Strathroy-Caradoc, originating southwest of Scotchmere Drive and McEvoy Road. The creek flows downstream in a northwesterly direction around the urban limits of Strathroy, eventually discharging into the Sydenham River in Strathroy just north of Metcalfe Street West near Strathroy Cemetery. The Humphrey Drain 1999 which was last reconstructed in summer of 2000 outlets into the mouth of Trout Creek at the properly line between lots 15 & 16 on north concession 7 just south of Scotchmere Drive. On March 3rd, 2025, Councilor Brian Derbyshire brought forward a Notice of Motion 8.6 to Council directing staff to sign a Request for Major Drain Improvement to extend the Humphrey Drain 1999 further downstream into Trout Creek under Section 78(1.1)(sub 5 & 5.1) of the Drainage Act RSO 1990. Council directed staff to prepare a report on the matter. On April 22, 2025, the staff report was reviewed by Council whereby Council passed a resolution on this matter directing staff to proceed with commuinity engagement and all relevant authorities to a maximum of $10,000.

• Recommendation

  THAT: Council accept the Notice of Request for Major Drain Improvement for the Humphrey Drain 1999 and authorize Spriet Associates to prepare and Engineer's Report on the matter.

A motion was passed at the April 15, 2025 SCHC Meeting to appoint Council Frank Kennes to the Board.

Request for Noise Exemption – 24500 Saxton Rd. - BBP-2025-47

• Recommendation

  THAT: Council receive report BBP-2025-47 for information, and further;
  
  THAT: Council approve the application for all Saturday events with the activity ending at 12:30 a.m., and further;
  
  THAT: Council approve the application for the Sunday event amending the end time to 11:00 p.m.

Community Services

9.3.1

Woods Edge Playground Update - CS-2025-22

• Recommendation

  THAT: Council receive report number CS-2025-22 for information, and further;
  
  THAT: Council approve Park N Water Ltd. to supply and install playground equipment and associated accessories at Woods Edge Park in Mt Brydges for a value of 208,963.51, including HST, and further;
  
  THAT: Council approve the transfer of $19,411.69 from the Park Reserve Fund to this capital project to cover the slight overage, including a 5% contingency.
