The Director of Building and Planning explained the first phase of the Official Plan Review, with includes a housekeeping amendment to re-designate certain lands in the Strathroy Settlement Area. This includes designating land uses for two areas previously transferred from the Township of Adelaide Metcalfe.

Alejandro Cifuentes (WSP) presented the report. Area #1 (Carroll St E/Saxton Rd) is proposed to be re-designated from 'Urban Reserve' to 'Residential'. Area #2 (Darcy Dr/MacDonald St) is currently undesignated and proposed to be designated as 'Residential - Special Police Area No. 7'. The majority of Area #3 (Albert Street/bordering the Township of Adelaide Metcalfe) is proposed to remain A1 - General Agricultural with a small portion to be re-designated as 'Residential' and brought into the Strathroy-Caradoc Official Plan.

Councillor Pelkman inquired if the new R3 designation in Area #3 would impact farm lands. The Director of Building & Planning confirmed that current 'Agricultural' and 'Restricted Agricultural' lands noted as "Area 3B" would be retained, while that the other portion is already R3 but not in Strathroy-Caradoc's Official Plan. Lands permitting residential development will not be taken from agriculture.

    THAT: Council adopt proposed Amendment No. 13 to the Strathroy-Caradoc Official Plan and forward it to the County of Middlesex for consideration of final approval.

    THAT: Council award the project for the Stormwater Utility Feasibility Study RFP to Watson and Associates for the amount of $149,840.00 plus HST.

The Chief Administrative Officer presented the report, noting the recommendation that September 30 - National Day for Truth and Reconciliation - be recognized as a statutory holiday for municipal employees.

Members of Council were supportive of the recommendation for the purposes of encouraging continued education and recognition of Indigenous history and culture. Staff were encouraged to reach out to the community's Indigenous neighbours about ways to respectfully recognize the National Day for Truth and Reconciliation this year and going forward.

Deputy Mayor Richards reported on the most recent sessions of Middlesex County Council, which included presentations from KPMG regarding the 2020 Audit, a Road Signage Overview from Intact, and a session regarding Communication Tools for Elected Officials, also presented by Intact. A number of tenders were approved. County Councillor John Brennan of Middlesex Centre has been appointed as Western Fair representative for Middlesex County.

Councillor Baker encouraged everyone to vote in the federal election. The Councillor has been disheartened by negativity on social media regarding the election and public service.

Councillor Brennan noted that, in spite of instability witnessed at the federal level, it is wonderful to think back on elections at the municipal level as they have been respectful and civil with ongoing respect between council colleagues.

Councillor Pelkman noted that, with vaccine passports on the way, some frontline workers will unfortunately bear the brunt of anger. The Councillor encouraged people to thank front line staff. Councillor Pelkman also congratulated the local team from Elections Canada running polls at the Strathroy Portuguese Club as the voting experience felt spacious and safe.

Councillor Cowan has been reflecting after watching a 9/11 documentary, and is struck by the love and respect people showed to one another in that crisis; perhaps that has been lost over the years. Councillor Cowan noted that, in reference to social media, healthy debate is good and personal attacks are not.

Councillor Hipple is feeling positive after the third week of school; the Councillor is pleased to see happy students and staff. Councillor Hipple asked motorists to respect crossing guards and slow down.

Deputy Mayor Richards thanked businesses and residents who supported the Parkinson's Walk. The Deputy Mayor noted that roof shingles should not be disposed of in BRA recycling bins. A reminder regarding accepted items can be included in the next tax notice, in addition to a link on the municipal website.

Mayor Vanderheyden noted that residents can still take the opportunity to receive a vaccination to be safe, and to keep families and friends safe. CN Rail Safety Week is kicking off.
