Councillor Pammer declared a pecuniary interest on Item 9.2.1 - Soft Drink Vending Proposal as Ricco Foods is a member of the Chamber of Commerce.

Middlesex County CAO Paul Shipway was present to speak to the Middlesex County Local Council Update 2025.

Strathroy Scouts and Mount Brydges Scouts were in attendance to speak and provide a brief presentation and promote Apple Day which is taking place on October 17-18, 2025. Apples were presented to members of Council, with the opportunity to make a donation.

    THAT: Council ask staff to look into and report back to Council on the possibility of converting Hull Road and an adjacent parallel road, either Kittridge Ave East, or Pannell Lane, into opposite-direction one-way streets to create a loop and alleviate some of the traffic concerns associated with the current and future traffic volume on Hull Road with 2-way traffic.

    THAT: Amendment No. 22 to the Official Plan of the Municipality of Strathroy-Caradoc (Application OPA 2-2024) which would amend the natural hazard boundary line for the lands municipally known as 101 Hull Road in Strathroy be adopted and forwarded to the County of Middlesex for consideration and approval, and further;

    THAT: the rezoning application, ZBA 4-2024 which would rezone the lands municipally known as 101 Hull Road, Strathroy from ‘Low Density Residential (R1) zone’ to site specific ‘High Density (R3-28) zone’ as amended by staff, be approved, and further;

    THAT: By-law No. 108-25 and By-law No. 109-25 be referred to the Consideration of By-laws Section of the Agenda.

    • One item pursuant to Section 239(2)(b) of the Municipal Act, 2001, as amended, regarding personal matters about an identifiable individual, including municipal employees (CAO Compensation).

Open Session resumed at 9:56 p.m.

Mayor Grantham reported that Council moved into Closed Session for the purpose of discussing the following:

  • One item in accordance with Council's Procedure By-law (to approve In-Camera Meeting Minutes of September 15, 2025) (the meeting minutes were approved);
  • One item pursuant to Section 239(2)(e) of the Municipal Act, 2001, as amended, regarding litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board (Insurance Claim) (Council received a staff report and direction was given to staff);
  • One item pursuant to Section 239(2)(b) of the Municipal Act, 2001, as amended, regarding personal matters about an identifiable individual, including municipal employees (CAO Compensation) (Council received a staff report and direction was given to staff).

Director Payne provided an update on the September cheque roll, noting that the accommodation for the housing allowance for the CAO which was reviewed and the cheque run which was showed in the last Council meeting is being paid directly to the Strathroy-Caradoc Housing in the amount of $2125 and the housing allowance per the CAO's contract is not being paid no longer given that the municipality is paying directly to Strathroy-Caradoc Housing. The municipality is covering the additional $125 as discussed in Council. 
Mayor Grantham noted that in regards to the $125, that was a decision that was made by himself, and in retrospect should have came to Council and sought approval and apologizes for the error of judgement.

A by-law to adopt Amendment No. 22 to the Official Plan of the Municipality of Strathroy-Caradoc (101 Hull Road and 6 Locke Heights).

A by-law to amend By-law No. 43-08, being the Comprehensive Zoning By-law of the Municipality of Strathroy-Caradoc (101 Hull Road and 6 Locke Heights).

A by-law to amend By-law No. 43-08, being the Comprehensive Zoning By-law of the Municipality of Strathroy-Caradoc (494 Darcy Drive).

A by-law to authorize the execution of an agreement with The County of Middlesex (Middlesex Supports Program).

A by-law to confirm the proceedings of the Council of the Corporation of the Municipality of Strathroy-Caradoc.

A by-law to appoint a Building Inspector for the Municipality of Strathroy-Caradoc.
