The Municipality of Strathroy-Caradoc acknowledges that it is located on Treaty 21 territory. We are thankful to the generations of people who have taken care of this land, including The Chippewas of the Thames First Nation, The Munsee-Delaware First Nation, and The Oneida Nation of the Thames.

  • Recommendation

    THAT: the January 15, 2024 - Regular Council Meeting Agenda be approved as circulated.

The Medal of Distinction is intended to be the highest municipal honour available to residents and/or supporters of the Strathroy-Caradoc community. Mayor Grantham will make a brief presentation to each recipient.

  • Recommendation

    THAT: the Regular Council meeting minutes of December 18, 2023 be approved as written.

  • Recommendation

    THAT: the Special Council meeting minutes of January 9, 2024 be approved as written.

THAT: Staff provide Council with a report listing municipally owned lands within the urban settlement boundary that could be appropriate for possible future affordable housing developments.

THAT: the Private Drain Connection (PDC) Charge be set at the following: All new PDC charges that are the result of the installation of new wastewater lines, whether they be Municipality or Developer initiated, be set at the actual cost of the PDC at the time of installation, and that the cost be comprised only of the cost of the pipe and installation, and further;
THAT: any PDC that is not the result of new wastewater infrastructure (such as a request by an individual or business to be connected to an existing wastewater line) be set at $18,500.

THAT: Council direct the CAO to have the front doors of the City Hall unlocked during the normal business hours of the Municipal administration.
THAT: Council direct the CAO to have the front doors of City Hall unlocked one half hour before all scheduled Council and Committee meetings which would normally be open for public attendance.
THAT: Council direct the CAO to have the blue film on the front doors removed.
THAT: Council direct the CAO to have this completed within 30 days of the passing of this motion.

THAT: Council strike the following two committees: Strategic Priorities and Building & Planning, and further;
THAT: both committees be comprised of Council as a Whole, and further;
THAT: both committees meet monthly, and further;
THAT: both committees commence March 1, 2024.

    THAT: the Court of Revision for the Baran Drain 2023 be hereby opened.

    THAT: the Court of Revision for the Winters Drain 2023 be hereby opened.

    THAT:  Council receive Report FIN-2024-02 for information, and further;
    THAT: The submitted Section 357 Application for 2023 Wellington Street to remove the commercial assessment portion from the property be approved.

  • Recommendation

    THAT: Council receive Report FIN 2024-03 Asset Retirement Obligation Policy for information, and further;
    THAT: Council adopts the Asset Retirement Obligation Policy, and further;
    THAT: By-law No. 06-24 be referred to the Consideration of By-laws Section of the Agenda for approval.

  • Recommendation

    THAT: Council receive for information Report FIN 2024-01 Compensation Adjustments for Elected Officials and Non-Union Staff for the Preliminary 2024 Operating Budget, and further;
    THAT: Council acknowledges the 2024 step advancements for non-union staff and approves expenditures related to the Cost-of-Living rate increase (COLA) for the Non-Union Salary Grid and Council remuneration at 2.0% effective January 1, 2024.

  • Recommendation

    THAT: Report FIN-2024-04 be received for information, and further;
    THAT: The 2024 Interim Tax Levy be no more than 50% of the total taxes for municipal and school purposes levied for the year 2023, and further;
    THAT: By-law 05-24 be referred to the Consideration of By-laws Section of the Agenda for approval.

  • Recommendation

    THAT: Council receive report CS-2024-02 for information and further;
    THAT: Council directs staff to publish the Expression of Interest through the Bids and Tenders page on the Municipal website.

  • Recommendation

    THAT: Report HR-2024-01 “2024 Seasonal Recruiting” be received for information, and further;
    THAT: Council approves Option #2, the recruitment and hiring of all listed 2024 seasonal positions equivalent to the 2023 hiring, and directs the Human Resources Director to commence the recruitment immediately.

    THAT:  Council receive Report CAO-2024 - 01 Conservation Authority Agreement for information, and further;
    THAT: Council direct the Mayor and Clerk to execute the agreements, and further;
    THAT: By-law No. 03-24 be referred to the Consideration of By-laws Section of the Agenda for approval.

Being a by-law to provide for the construction of the Winters Drain 2023 serving parts of Lots 15 and 16, Concession 3 in the Municipality of Strathroy-Caradoc in the County of Middlesex.

Being a by-law to provide for the construction of the Ballantine-Christina Road Drain 2023 serving parts of Lots 11 to 19, Concession 2 to 5 in the Municipality of Strathroy-Caradoc in the County of Middlesex.

Being a by-law to prescribe the height, description and manner of building and maintaining fences.
